The building by its function demands a "mega box" design, which could have potentially been controversial in an upscale neighborhood within a city that promotes art and culture. To defuse the aggressive nature of the treatment plant a number of systematic concepts were developed: The building becomes a backdrop for its neighborhood park within which it is located. The "Architectural Sculptures" systems accentuate the streetscape. The compositions of "Tensile Structures" protect and shade the park, where the building could have been perceived to be an invader. The "Gabion Walls" at the bases of the building spread into the park to make softer visual transition from the building to the park.
